What is benchmarking?
“Benchmarking” is a reference or measurement standard used for comparison. Simply put, benchmarking is a tool your organization can use to research and establish a standard of excellence for a specific business process.
When to benchmark?

We understand that benchmarking is as much an art as it is a science. Our Principal, Norma Jo Greenlee, was instrumental in introducing benchmarking to the federal government. As the Benchmarking Coordinator she assisted agencies in transforming themselves into high performing organizations and she hosted many benchmarking studies. She successfully exchanged benchmarking information with not only U.S. companies and federal agencies but also the European and Korean Patent Offices. Ms. Greenlee was instrumental in:
- Facilitating numerous benchmarking studies across federal government to include; the Human Resources Transformation study that was accepted by the National Performance Review - Reinventing Government (NPR) as one of the best written; the World Class Courtesy study performed for the NPR and published through the White House; the Internal Communication study with the results briefed across government and during conferences; one of the first Self Managed Work Teams (SMWT) studies that was shared across government as SMWT was being introducted as a new way to manage; “The Talent War” which was a thorough review of employee attrition and what companies/organizations were doing in order to keep their valuable employees—this too was widely distribted to federal agencies; a Complaint Handling study that addressed how to handle customer and employee complaints that was shared across government and during conferences; and a study on establishing a state of the art Customer Service Unit and the results an organization would receive through this concept.
- Introducing and implementing a two tiered Business Intellect Tool (Balanced Scorecard) that enforced accountability and established a results-driven environment.
- Conducting benchmarking training for more than 4,500 state and federal employees across the country.
- Hosting three nationally advertised federal conferences presenting benchmarking, process improvement, performance metrics, and organizational change
- Serving as a Principal in the Inter-Agency Benchmarking and Best Practices Council
